标题: 潼南区水务局不断提高

今年以来，潼南区水务局认真贯彻落实中纪委“转职能、转方式、转作风”的要求，强化执纪监督，不断提高信访工作整体水平，取得了明显成效。

一是在统一认识、完善措施上下功夫。强化宗旨意识，深刻分析社情民意新动向、新特点，准确把握信访工作新形势、新要求。坚持领导主抓，进一步加强部门接访、下访、处置群众来信工作，制度化、常态化排查梳理信访突出问题，制定针对性措施，有效化解矛盾问题。今年以来，处理水利遗留问题3起，突出问题1起，落实资金20余万元。

二是在息诉罢访、群众满意上下功夫。把依法按政策化解信访突出问题摆在更加重要位置，坚持源头预防，对一些特殊利益群体和重点人员的纠纷问题，做到早发现、早预防、早化解，把握工作主动权，有效解决群体性利益诉求和信访突出问题。去年以来，摸牌信访苗头13起，预防、化解11起，及时处置2起，群众满意度为100%。

三是在落实责任、强化督查上下功夫。努力把改革创新的成效体现在推进“阳光信访”“责任信访” “法治信访”和 “亲民信访”建设上来。加大法治宣传教育力度，引导群众依法、逐级、理性反映诉求，全力维护良好信访秩序。签订信访维稳责任书51份，制定信访维稳预案3个，努力实现群众来访一站式接待、一条龙服务、一揽子解决。

四是在化解问题、依法处置上下功夫。严格落实责任，依法追责问责，切实把解决问题、稳控教育和依法处置落到实处。去年以来，制定化解措施3大累17条、落实稳控责任21人（次）；建立完善劝返处置长效工作机制（制度）1个，推动工作制度化、规范化、常态化，努力实现非正常上访总量、滞留、倒流和重复非访的控制目标。
